Mr. Pair is a native Washingtonian and a product of the District of Columbia Public Schools, where he received his diploma from Woodrow Wilson High School.  He earned his Bachelors of Arts degree from The George Washington University and began his teaching career while enrolled in the GW Graduate School of Education and Human Development, where he studied Mathematics Education.  Eugene later completed his Master's of Arts Degree from George Mason University in Educational Leadership.

Eugene is best described as a transformational school teacher and leader.  Throughout his career he has served this region's diverse public schools and communities in a variety of leadership capacities.  As a middle school math teacher in Fairfax County Public Schools, Eugene successfully partnered with students and families in providing a world-class mathematics education.  His classroom successes gained national recognition after being documented on the front page of the Washington Post (1/23/1997) discussing Trends in International Mathematics and Science Study (TIMMS).  His outstanding work with mathematics education continues today.  He recently celebrated the highest 1-year gain on record for his 8th grade students at a Fairfax County Public Middle School, where his student scores rose 40 percentage points in math proficiency on the annual state mathematics assessment.

Eugene possesses in-depth knowledge of school and district policies and procedures related to instruction, special education, budget, staffing, facility and operations.  He served the District of Columbia Public Schools for seven years as an elementary and middle school principal.  Mr. Pair led D.C. schools in setting and achieving challenging academic goals.  He created exemplary professional learning communities that were focused on measurable learning objectives.  He increased instructional capacity through curriculum alignment, professional development, and data management.  Among his many accomplishments as principal, Eugene was appointed by a former Superintendent of Schools to lead a pilot "demonstration" middle school in the city's 7th Ward.  While there, he was featured in a Washington Post article on school leadership initiatives (8/27/2006), and the recipient of the 2008 Presidential Award for Distinguished Service by the Ward 7 Council of Education.

Eugene currently resides in Brandywine, Maryland with his wonderful wife, Angela; their two children, Aaron and Camille; and their two dogs, Zeus and Zorro.
